You can crush those orings pretty easily with a wrench. Not sure what teh torque spec is; I hand tighten the canister filter just like an old oil filter on a chevy, then give the bolt on top ~1/8 turn.

Errr, I might have turned it a little more than that - I hand tightened the fuel filter as you described then turned it down a full turn or more with the wrench I had.
