1993 300D Vacuum Nightmare

1993 300D (previously 1985 300SD)
Cool 1993 300D Vacuum Nightmare

I need some advise here please. About 6 months ago I found a 1993 300d to replace my 1985 300 SD. At time of purchase it had the following symptoms:
-Very slow 0-60 accel.
-No Cruise Control
-Hard shift from 2nd to 3rd
-Sluggish/pathetic up hills
-poor fuel economy
-Turbo seemingly nonfunctional
I did some investigation and found a ball bearing in the vacuum line eliminating all of the EGR system. I restored this function, cleaned the EGR mechanism so it would actuate again, and read tons of forums. The above changes only mildly improved engine performance, but significantly increased fuel economy. I would like to restore the vehicle to original function so I have a baseline to work from for enhancing performance. Any help or suggestions would be greatly appreciated!
