1982 240D vacuum questions

I have an 82 240D that will not rev up (even though the linkages are all moving like they should), it acts like it is not getting enough fuel. If you pull any one vacuum line under the hood it will rev up just fine, but then the car will not turn off with the key...i found what I believe is another vacuum line coming through the firewall under the dash but I cannot figure out what it needs to be hooked up to. Any ideas would be greatly appreaciated! Thank you!

You either have a bad shutoff valve on the steering column or somebody has been screwing with the hoses and installed them wrong, either causing vacuum to be sent to the shutoff actuator.
