Tinting in Virginia E450 coupe question

Virginia allows 35% rear/50% front side, and on the windshield no film at all, even if it does not have color or tint? Has anyone in VA applied clear tint to their windshield? Can the cops even notice it? What is the rationale for forbidding clear heat reflective film? Is it that metallic film may interfere with radar or something?

For reference, this is what VA law states about this:

"No film or darkening material may be applied on the windshield except to replace the sunshield in the uppermost area as installed by the manufacturer of the vehicle."

Most states don't allow any type of film on the windshield. This is simply a cautionary measure to insure that outward vision won't be impeded in any way. I suspect that even a clear film has the potential of creating vision problems.
