I was able to flip the latching point under the rear seat instead of flipping the entire seat belt assembly under the top in the wheel well.

Are you saying the seat belt buckle was twisted/reversed? That can happen and is easily fixed.
Yes, typically that "flip-the-latch" fix in the video works, but my rear belt was flipped/twisted even though it retracted properly. Now it lays flat on the seat as designed with the latch pointing out. Thanks for the reply.
