Extremely expensive and a waste of time. It should cost under $150 even if you stick with R12 refrigerant.
If it holds refrigerant and works, don't screw with it.
If it leaks, recharging it will not fix the leak and you'll just blow more money on it next year.

- Remove and replace vacuum modulator on transmission - $201.15
EXTREMELY expensive.
And its much more likely you just have a vacuum leak from a valve on the top of the engine.
A new modulator is $35, takes 15 minutes to change and 30 minutes to adjust correctly.

- Remove and replace value cover gasket - $119.80
OBSCENELY expensive.
A valve cover gasket costs $7 and takes 15 minutes to replace.
On top of that, replacing the gasket without doing a valve adjustment is a waste of time.

- Remove and replace shifter bushings - $82.40
OBSCENELY expensive.
The bushings are $2 each and take 15 minutes to replace.
10 if they do it the same time as the modulator.

- Remove and replace diesel filter - $97.88
OBSCENELY AND STUPIDLY expensive.
The filter is $12 and takes 10 minutes to replace.

Remove and replace all belts - $146.11
This one is somewhat reasonable. New belts will cost about $50 for decent ones and adjusting them can be difficult.

Other than the belts, I'd say that shop is trying to screw you without using any lube.
What they are doing is trying to scare you away with extremely high quotes. They don't want to work on old cars, and if you make them do it they will make a very good profit.
So, find an honest shop that actually wants to earn money.
