Remove interior near area.
Remove undercoat around area.
Find extent (edges) of cancer (rust)
Cut out rusted metal
Grind/sand edges smooth and rust free for proper welding
Form replacement panel from sheet metal of equal or thicker material.
Fit and weld in being careful not to over heat in any one area.
When done coat with rust preventative primer inside and out.
then paint inside with another few coats of primer and then top coat black or whatever.
Re-undercoat exterior or paint with some form of undercoating
