My car wouldn't be worth much hre - maybe C$4k, despite being an amazing car, I doubt many would want to pay much more than your $9k for a car that has been sitting for 16 years. It will need money spent on it. First of all tires, but also many other rubber parts. Brakes may seem OK, but they should be checked out. Rubber hoses should be replaced and eventually caliper seals may need attention. If fuel has been sitting in tank for 16 years, surprised it started. Fuels system should be emptied, flushed and new filters installed. Same for rad and cooling system. Check rad hoses too. How is A/C? If needed you should allow for replacement. Presumably battery replaced just to start the car?
I would get the car if you like it, but allow for another 3 or 4 thousand in upgrades before it will be a daily driver.
