neon accent kit

hey guys i recently decided to buy a neon headligt accent kit for my headlights, and im gonna sitck it in the holes made for the city driving lights. i want to make the kit more like a strobe kit, so i would like to make a tank circuit going in to the light. i realize i will need to put a resistor and capacitor in parallel, but where am i doing this? before the transformer for the neon kit, or after? also, wut values should my resistor and capacitor be? i was thinking somewhere along 2200uf capacitor and a 300 ohm resistor...any ideas?
