I first noticed HID lights in that john travolta flick where he has crazy mind powers...the lady he falls in love with has a 1930's ford pickup (or something like that) and it is equiped with HIDs.
they are basically the same thing as fake rain in theatrical films, they have to fake the rain (make it thicker) in order to be captured on film.
It's an asthetic thing I guess
