if you continue pushing the up button, does it making a loud ticking noise? 124's are know for regulators that go bad. The regulator helps power and enable the window to go up and down properly. You may need to replace it, either at your mechanic or dealer. When I got it replaced a few years ago on my drivers side window, it was like $90 for the parts. Good luck!

Just to clear things up.....If it is making a ticking sound it is usually a regulator. (As many others have said) Many times the motor will corrode inside and need to be replaced. A quick fix though is to hit it with a hammer while trying to roll down the window. (2 person job) This will loosen up the corrosion and let the motor turn again.
