For rims, because they get exposed to a lot of abuse with road grime, rain, mud, etc, not to mention high pressure water when washed, I would have a body shop at least PREP them. De-chome them properly, prime and paint.

De-chrome and powdercoat. Powdercoating is cheaper and much more durable than any paint system. Road grime, and more importantly brakedust will etch into paint overtime, but powdercoat is much more resistant to these environmental hazards. I had my wheels powdercoated (base coat, clear coat) last year and I am very impressed at how well they have held up. The shop that did if for me sandblasted the wheels for prep and then coated them all for $400.
