M103 idle issues

Gonna get straight to the point.

When I drive my car nicely (shift at 3500 or so) my car doesn't idle down and makes shifting a PITA because you have to slip the clutch when going into every gear.

However, when I drive it hard (shift at 5500 or so) it revs down normally and shifting is as smooth as it ever was.

Since this problem started about 2 weeks ago I've replaced all my fuel injectors, new ICV hoses (old ones were toast), new spark plugs, checked all vacuum lines, and played with the air/fuel mixture adjustment (driving for 5-10 minutes and making adjustments, I tried going both ways) I also made sure that my O2 sensor was clean and properly connected....

I'm stumped! Help!
