AC not coming from center vents - the fix?

I've searched and found a few threads on this issue (no AC out center vents, comes out the defrost vents) but only one guy noted that you must take off the dash to fix this vacuum problem - is this correct? I'm thinking about buying a car with this issue and I need to get educated real quick in order to gain some leverage or either steer clear.

Thanks!

I had the same issue and fixed it by replacing the Climate Control Unit.

Well after reading more than enough threads on the subject the #1 culprit appears to be vac lines on the unit itself which is behind the dash. Someone said you can get to it to test it by removing the air bag on a 94/95 model but you would have to remove the dash to actually get to the unit and fix it - anyone done this job?
