Weird headlight patterns?

So my friend got a pair of Hella euro's.. he wanted HIDs, so i installed his kit this weekend..

His city lights are not connected, so it looks like only half the assembly lights up (but its plenty)

Anyways i connected a H4 Hi/Low converter this his hid kit.. weird thing is low beams have glare and lights spread everywhere but his hi-beams have an actual decent cutoff.. since he has a better cutoff and less glare with hi-beams is there a way to make his hi-beams his low-beams? and just disable the hi-beams?

The problem is the reflector is not designed for use with an HID light source..

Yeah I know this.. But he's super thickheaded so I would rather not argue.. But the thing is hi-beams seem to have a decent cutoff rather than scattering everywhere for the most part.. So it should glare less

Enzo, my Benzo
The high beam uses the same bulb and same reflector. It shouldn't have a different pattern.

Just lower the lights and use high beam?
