'91 300E CEL, Code 16 Exhaust gas recirculation

Anyone deal with this? I've looked at all my manuals (Hayens, Bible, '86 factory, & Motorbooks W124) and cannot find info on where and how to test for this error code. I've cleared the CEL and it's off for now.

Should I remove and inspect the pipe from the valve on the exhaust manifold?

as I recall, the side on the exhaust is easy to unscrew but the pipe goes under the intake manifold. Would I need to unscrew that side too?

Thanks Roy
