Electrical problem on 95 E320

Electrical problem on 95 E320
My car no longer opens windows, and the window wiper does not work. I checked the fuse box, and all the fuses are fine. One of the mechanic checked the fuse box, and said that there is no electrical current going to those fuses. (windows and wipers).
Any help would be appreciated.
I was also wondering if anyone could recommend me a w124 repair manual. I've seen some on the eBay and other book store sites, but I'm not sure which ones are good. I've seen enough bad books, and I wouldn't want to go through that frustration again.
