Check engine light

Should the check engine light indicator display when the key is in "on" position? Thanks for any help...

I've recently purchased my 94 E320 and I'm trying to work a few bugs out... Wondering about the Check Engine Light for one as stated above and I also have a rough idle issue which occurs warm and cold but not all the time... Acts almost like it has bad fuel or something... Thanks for any help...
