Burning smell, CEL, Climate control failure

I posted a while ago how I was smelling an unidentified (still unidentified) burning smell inside the cabin. I smelt it again today but it was much less strong and has seemed to go away. Then today, randomly, I start the car and no air is blowing out of the vents. I put it on defrost- nothing. This is extremely bad as I live in Wisconsin and it is brutally cold. Also just today for the first time I've had the CEL come on and then go off a couple of times. All of the backlights function normally. The recirculation switch also does not light up with the red LED when I hit it but it did yesterday. I have no idea what is going on here, help would be incredibly well appreciated.

If you google "w124 burning smell" it seems to be either the Wiper Motor or Blower Motor.

I don't think it has anything to do with the wiper motor. The burning smell and then subsequent failure of blower seems to indicate the blower motor. yay

I'm also aware there is a blower regulator. What is the difference between the two? Should I replace both?

I've noticed the fuse is broken (not the one in the fusebox, the strip fuse directly in front of it on the strut tower). Does anyone know how this ties into my other issue with no blower? I can feel a slight amount of heat coming out of the vents but that is it. I am assuming it is the blower.
