With that said, No your OBDII scanner isn't compatible with this car. Hence, there's no port to plug into. HOWEVER, there IS an OBDI scanner built in to every 95 E300. It's in the battery bay, opposite of the firewall. It uses a series of 'jump wires'/ volt meter to give you codes. though I doubt it will give you any codes anyway with the senerio your describing.
Once it fires up, does it stumble a bit? ... like a bunch of 'clacking' i guess is easiest to describe it. Could be any number of things.. off the top of my head (keeping in mind I haven't the slightest idea of the service history);
-Fuel supply issue. When's the last time you changed the spin on filter? and the PRIMARY fuel filter? Injector return lines leaking? Hard clear fuel lines cracked?
- Next would be vacuum. I'd get the Mityvac out and start testing vacuum to the ignition switch. The brown line the attaches to the big black brake booster vacuum line on the DS. I know has to do with shut off... Maybe you have a sticky shut-off valve or whatever its called (slipped my mind)
As for the issue with the tach and cruise being Non-op. Neither of the 3 symptoms you have correlate with each other based on what you described. tach amp's are known to die and Definitely the Cruise Control units crappin out is well known for Mercedes (I've yet to own one where the cruise worked!) I'm not sure, though I highly doubt it that, but the did Cruise work before the Tach. died? Maybe the Tach amp and CCU are correlated but, like I said, highly doubt.
The third with hard starting is either a fuel supply issue or, a vacuum issue.
