Check Engine Code 17

I have a code 17 check engine light. I'm pretty sure that has something to do with the O2 sensor. The O2 sensor had constant voltage of .5 volts when I tested it with the car running. Also the heater wires are getting no power. Would this be fixed just by getting a new O2 sensor? Any help is appreciated. Thanks.

I have a 1990 300e. I got the 17 flashes from the OBD right next to the battery. I held the button for about 3 seconds and then I got the 17 red flashes. I didn't hook it up to a code reader or anything.

I cleared the fault and the check engine light came back on with the same code. Would you recommend getting the Bosch O2 sensor specifically for my car or get a mustang O2 sensor and then rewire so the connector fits. The mustang sensor is cheaper and would save some money. Which would you suggest?
