Odd idle issue

Currently drive a mint mercury mountaineer and am getting a classic Mercedes
Odd idle issue

Car is a 1995 e420 m119 motor
so now that everything else is sorted, it dosnt smoke any more, dosnt run rich, dosnt over heat, and best of all dosnt randomly die I have one final running issue I require assistance with. Some times if I rev the motor in park it will jump to like 1100rpm and stay their till I restart the car. Once restarted it’s fine again. But I am very confused. Got a blink code for idle speed controller incorrect, could that be why? Where is the idle speed controller? Other than that I’ll be starting on the body restoration here very soon! Already have a few things on the way.

Not sure if the E420 has a device called micro-switch commonly found on lower models of the W124. When you lift your foot off the gas pedal, this device helps slacken the throttle cable and lets the idle control valve take over. You will see it near the throttle body after removing the air filter assembly. Here is a picture.

Parts Number is 002 545 28 14. There are plenty of them on eBay. If this device is worn out, the spring becomes weak and the slackening will not happen or only happen belatedly or intermittently.
