2003 W211 E320 no crank, no start

Hello, I have a question concerning my '03 W211,E320. My primary battery recently tested bad and would not charge (off the car) so I replaced it with a new one. The new battery tested at 13.6 volts, but when I hook the battery cables to it, it immediately dropped to 8.5 volts without even turning the key on. Also, after installing it, the " energy consumers switched off" message displayed and something about the brake assist being disabled. All off my accessories are working, but now, when I turn the key, the engine does not crank. I also suddenly cannot link to the ecm with my OBD II scanner.
I read about some issues with the Battery Control Module, but really don't know where to start. Has anyone experienced this problem or have a good idea where I should start trouble shooting? Thanks
