unwanted upshift problem

I have only one problem with my transmission that is seems unsolved so far. my transmission seems to be fine as i adjusted the throttle cabe(may be called bowden cable with white plastic and black pointer). I does proper kickdowns, downshifts when pedal is floored etc. Only thing that is annoying me that going at low RPM (say 2000-2500), the moment i release the gas pedal it upshifts. I think it is not supposed to do this??? can somebody help.

i will give an example, driving at 45Km/h at 3rd gear and 2000RPM, i need to brake, to brake of course i have to take off my foor from the gas pedel, the moment i take off my foot from the gas pedal it shifts to 4th. IS THIS NORMAL???
