I do not have your engine and it seems you have multiple sensors. Most NA models have a single 2 prong sensor.
Like Hubert mentioned the fans come on both when the wires (sensor) are shorted or open. It expects a middle range (~3Kohm down to ~100 ohms).
This is a safety feature so that if there is a disconnect the owner knows there is an issue as the fans will run all the time and it is safer for the fans to run then not to turn on at all.
So look for opens. Of course it could also be a stuck relay issue too.
