It is possible the wiper gear needs to adjusted. The "con-rod" between the wiper transmission and the motor might be slipping on the motor shaft. This could have happened if you attempted to operate the wiper with ice all over the windshield, and the grooves on the shaft are stripped.
If this is not the problem, I think the relay is behind the instrument cluster.
