If it is anything like the '00 design, there is an opening right in front of the front wheel that can be opened and gives direct access to the fog lamp housing. There is a cover on the back that needs to be removed - once removed it gives access to the light bulb.
Again, I'm saying this assuming it is a similar disign to the '00 fog lamp housing.

Send a PM to Alexbenz ,he was able to send me some sharp looking fogs for my '97 ,which couldn't be too far off from yours...he may be able to lead you in the right direction

directly in front of the tires there is a little cardboard type hatch that is held down by a rotating clasp. Rotate the clasp so you can open the hatch. You then have access to the foglights. There are three large adjustment screws which hold the foglamp in place.

Thanks for all info... I replaced my fog light bulb today (H1 12 V 55 W, bought from PepBoys , $7.49/each). Took me 15 minmutes, 12 minutes to jack up the car and get to the light housing, 1 minute to replace it)
