AC clutch won't engage, but EC light goes out

'99 E430, '05 ML500, '15 GLK350
AC clutch won't engage, but EC light goes out

I ran the diagnostics which tell me that pressure was 00. Is this normal for a low pressure condition? I thought the EC light would stay on in the case of a low-pressure shutoff to the compressor.

If there was a blown fuse to the clutch (the 30-amp one under the hood) it looks like everything would go out according to the elec diagram.
