I would not use petroleum jelly. It might help your rubber but it's bound to make a big mess.
Griot's Garage sells a rubber prep and rubber prservative that sound pretty good. I bought one of each but have not used them yet. Thanks for reminding me that I need to do that soon.

Silicone Spray
is usually cheap and effective. There are other more specialized products like Griot's Garage's Rubber Cleaner and also Vinyl & Rubber Dressing. None of these are expensive either.
