replacing cluster

can i replace my instrument cluster on my 99 E430 from another 99 E430 will it just plug and play and work, or do i need it program from the dealer

I'm pretty sure it's VIN coded by the dealer, for mileage reasons. This is what I've read, but I've never tried it. Do you have dead pixels, is that why you want to swap?
