Early W210 Blower or Regulator questions

I read the great post by Tony on the regulator replacement and pulled out the blower tonight. I suspect my problem lies with the regulator but wanted to check if my troubleshooting is correct.
Last week my AC started blowing warm, but with the same force as always. A quick $100 trip to a local shop and a recharge and it blows cold again, but now does not blow on high (some changes with the lower settings, but no high speed function). As I had all the parts out I carefully turned on the unit again and the fan had a slight squeal and spun up, but then started to slow down to a stop.
I am not sure if this is a typical symptom of the regulator or blower motor, any thoughts? I also read the post about the diagnostics available via the AC controls, is this the proper way to test for this problem? I put a volt meter on the leads going to the blower and got a 12V reading regardless of what level was selected on the AC controls.
My car is a '98 e300 with 237,000 miles so it has seen its fair share of use,

Being a 98 I doubt you can get the reg only; typically prior to 99 you'll have to buy the ~$800 blower motor, heat sink, and reg retrofit part.
You can use a reg from equalivent year W140; you'll have to cut and spice your harness to it. Search should pull up the part numbers.
