AC Problems 1999 E320 Wagon Compressor wont engage

AC Problems 1999 E320 Wagon Compressor wont engage

I had to replace the interior AC Controls as the display went nuts. After reseting and clearing the old codes out I obtained the readings and trouble codes, Showing 0 ref. Pressure and the only code is B1416. A set of guages verifies that the system is charged properly. Another odd thing is the fan under the hood is running constantly. Heres my readings:
