My 01 E430 is a magnet for stone chips in the front-end. I just noticed there are several deep enough to expose the bare metal and a little rust has settled in. Do I need to remove the rust before touch-up paint? If so, what can I use to safely remove the small speck of rust prior to touch-up paint?

Yes, you shoukd remove the rust ASAP !!! There are several solutions that can be had at many local automotive stores. Or look on the web here :
