Windshield washer probs.

The rear washer quit months ago and now the front one also quit. I found that the fuse was bad and I thought this will be an easy fix, but not so. When I hold the rear switch down I read 12 volts so it's probably a bad motor. the front pump connector reads 5 volts whether the switch is pushed to the on position or not. I am guessing that the column switch is bad and I don't think it will be an easy fix. Any ideas?

5 volts all the time? Thats odd but prob not the column switch since the motor is activated by a relay. The relay is in the panel just behind the fuse panel a few feet behind the washer reservoir
