Replaced Blower Regulator but ignition seems to be bypassed anyone help?

I replaced 210 821 15 51 with same part, but when I did the blower motor works great only one problem! that is without the key in ignition. The car power and everything turns on when the power connector to blower motor is connected. The car does not let me turn key on. If I disconnect the power to the blower motor the car runs normal but the blower motor obviously not work . Please help, is there possibly something wired wrong? My MB is a 2000 VIN WDBJF65J0YB121858 Dealer says the 210 821 46 51 is what is supposed to be in there, but the unit I pulled out was the 210 821 15 51.
