Be sure to check the fuses electronically. The other two possibilities are a bad switch and a burned out heater coil. Since there are two switches, I am assuming only one is bad. You can check the voltage under the seats to determine if both switches are okay.
The heating coils are sewn into the heats so removing them is not trivial.

The bad news is you don't just replace the resistant wire heating mesh------you change the seat cover---buku bucks, plus removing the seat and then the seat cover is not a two hour job, but before you do anything else I would double check the continuinity with you meter.
FYI From other forums it appears that there are dudes that spend days combing the junk yards for other model seats to use in theirs as a replacement without thinking for a moment about the wattage and or connector difference all of which cold cause even more problems if not done matched correctly.
