Chain Tensioner

1997 E320 m104

I did the timing chain cover repair and when i screw the chain tensioner in the engine housing, it leaks from the larger washer. I've tried 3 new aluminum washers and it's still leaks.

Can someone instruct me on how to install this chain tensioner without leaking? I've also taken the tensioner apart; the 10mm hex and removed the spring and floater thing, installed the 23mm into the engine and then pushed the spring and floater thing into the 23mm housing. I've even tried putting it in as one piece.
