You need a pair of instrument cluster hooks. They are available online and thru a dealer. They are inserted between the dash and the cluster at the 9 o'clock and 3 o'clock positions. Insert with the hook end either up or down then rotate the hook 90 degrees toward the cluster. Retrieve the hook until it catches. Pull one side and then the other about 1/4" or less at a time. It may seem stuck if it has not been removed for a long time but it is only a friction fit.
On really stubborn clusters you may remove the plastic panel below the steering column. You can then reach up and push on the back of the cluster with one hand while pulling with the other. Just keep working on it and it will come free.
It's recommended to insert a piece of thin plastic (like a microfiche) between the dash vinyl and the hook to protect the vinyl from any marks.
If you are removing it to replace bulbs it's a good idea to replace all of them at once.
