How do you release a locked up seat belt?

How do you release a locked up seat belt?

Today when we were giving a friend a ride in the right rear seat she said her seat belt kept locking up every time she leaned forward to talk to my wife who was riding in the front. She unlocked it by releasing the belt and re fastening it but the last time it would not pull all the way out. I tried to pull it out further and it just stopped at that point. I fed it all the way back in and tried to extend it but now it is locked all the way in and totally useless. Is the unit located under the rear seat or concealed somewhere else?

Found it...it's right behind the slot where the belt goes through above the seat. Fixed and good to go!

Not sure where to place this.......my serv rep told me that they are replacing some bolts relating to the power steering and it is a recall . Covered by mfg and extended warranties. The bolts apparently tend to rust out and could create a problem. I have a 2015 S550 4c
