Grinding noise in front end?

Grinding noise in front end?
Alright, here's another one...
When I decelerate down through about 20mph, braking or coasting, I can hear and feel a rythmic grinding noise coming from somewhere up front. Perhaps 'grinding' is too strong a word. Maybe it's more like a 'whup-whup' sort of resistance. I can also detect it while speeding up through the same 20mph general range, though not nearly as noticeable.
When I took it in for a look-see, the tech roadtested the car, and I overheard him tell the service writer that everything was fine, and that I was probably hearing the noise from the tire tread pattern.
I don't buy it. I can most definitely feel what I think of as a 'lack of quiet smoothness' approaching a stop. There is none of this feeling below 10mph, and since it occurs during coasting, I'd guess it isn't rotor-related.
Anybody have a guess? I was a bit baffled how the tech dismissed it as it's quite evident.
