If that VIN belongs to the car you drive--98 E320 it is OBD compliant.
To find the OBD diagnostic port look just under the drivers side dash(left of steering wheel)----there is a black plastic cover that you can lift up to insert the male diagnostic connector.

Not bad---wifi now you can diagnose via road mode like we can do on MB SDconnect mux.
But remember elm is an OBD reader, that means emissions related issues. The tester will/can not read the MB transmission,body and chassis codes, therefore the elm is a great entry level diagnostic device----Good Luck
