Spring tower..

Hey everyone, went through a few posts on the "recall" for the front spring tower/perch problems. My front left just gave way this morning. Brought it to the mech, showed me how its about 3/4's attached to the body with rust. I've been quoted about $1100 to fix by the shop. Tried phoning head office, but closed.. I was just wondering if anyone knows if they're still doing the recall in Canada for a 1996 E320 @ 135,000 kilometers?

My RF spring perch has failed, dropped the spring on the ground. The Dealership sent the car to auto body and at my request reviewed the LF perch to discover imminent failure! The Adjuster took many photos. The car has only 178000 km and has been dealer/dealer authorized kept since new.
Fortunately this occurred backing out of the driveway by an inexperienced driver. I don't want to imagine what would have happened at highway speed.
Was there a recall in Canada? Where to i register vehicle complaints?
