Headlight vertical aim is high & stuck there

Cannot adjust vertical aim of brand new replacement headlights for E320 and E300 Mercedes.

I bought 4 new headlight assemblies from 3rd party for our '98 E320 and '99 E300 TurboDiesel; these appear to be just like the original assemblies. All four lights are good except for being aimed too high. The vertical adjustment screw does not move the aim on any of the four. The bubble in the little level remains at the 'up' end of the tube. With the back off of the headlight, I found that the rod that contacts the lens or reflector does turn and moves in and out as it should but meets resistance as if the reflector is locked or frozen in place. How can I free it up? Is there perhaps a shipping fastener that I am supposed to remove before trying to adjust the lighting aim down?

To Raymond: Thanks but no it didn't help. I had learned about some having had a disconnect of the gears. Mine does turn the little plastic rod into the reflector that pushes and pulls(or is it a spring return?) to get the movement needed.

Perhaps you can post photos of the units you purchased (so members can familiarize themselves with the assembly.
Have you contacted the seller to inquire?

Maybe we won’t have to wait for MB to load new software to activate this feature after the (supposedly) imminent release NHTSA’s standards for A.D.B. Headlight Stystems.

Finally...soon?!
