Vacuum hose at back of manifold

So as I am trying to sort out my misfire issue, I checked the vacuum lines and found that where the hard plastic line enters the manifold it is loose. I can press it in and out easily. There is a clip on a plastic rihng that seems to hold it in place, but I am not sure if I should try to remove and reset it, or if this is normal.

Any suggestions on this, and any vacuum line diagnostics would be appreciated.

Also, I am thinking I have a bad or clogged fuel injector due to the fact that I am throwing a misfire code on one single cylinder. I am replacing the plugs and wires for good measure because the car has 173k on it, but have done some swapping of coils and plugs and the misfire code remains on the same cyl. (P0303). cyl 3. Also that cat is very hot, much hotter than the driver side so I am thinking I may have an injector pouring too much gas into that cyl.
