2000 year model E320 CDI starting problems

My car is a 2000 year model E320 CDI, driven about 186.000 km (115.000 miles). All in all, the car is in pretty good condition. It was sitting in my yard for 3 years without being used, but I recently took it back into use.
Anyway, to make a long story short, sometimes when I turn the key to start the car, the lights and fan are on but nothing happens. I usually need to try about 10 times, performing various witchdoctor voodoo in between starting attempts before it starts.
For example, once it only started after I ran the oil measurement test. So, another time, I tried this and it worked again. Other times, it asks me to put the navigation CD into the radio, and after that then the car will start. Last time, neither the oil check test nor the navigation CD helped - but, when I put a music CD into the player, then the car started.
To be clear, the battery is brand new and the starter is not weak - when the car starts, it starts immediately and powerfully. Other times, it doesn't even send a charge down to the starter at all until I fiddle with various menu or radio settings, etc. In addition, I put new batteries into the keys, so the keys are working fine as well.
This is really crazy. What could be the problem?

Your story sounds fishy,however if renault12ts was awake and noticed and then commented on your post you must have pull. Therefore, I will add to his very informative answer,-------- remember the key word is add---It sounds like the key and the EIS acknowledge one another as you are able to turn the key.
The issue is that most W210 diesels including the CDI controlled ones place a relay in the starting system and you would look to the front SAM, however on W210'S the K40 relay is the first module in the control unit box.
That is where I would start----happy fishing!!
