Filling fuel filter from a can brings high risk of contamination and injectors don't like it. Better top off the tank and crank till it starts.
1997 is model of lot of changes and when in US it was NA diesel, you choose not to disclosure that information.
P0200 code is for electronic injectors, while those years had mechanical injectors, so too many things to guess.
Than you mention having more codes.
Post a picture of the engine, or check with datacard what exactly you have.

It’s confusing, but like I said the P0200 code is the fuel injection pump, because it’s the only thing electronic in the fuel system. Also, I’ve had two cars with this code, the first one I took it to the dealership and paid for them to tell me this. I changed the pump and the code went away. The second car years later had the same code, I changed the injection pump and the code went away. Today, I now know how to fix the problem myself, It’s the solenoid that drives the rack in the pump. I’ve swapped out the solenoid and the code goes away.
