since the new style headlights are made for non factory xenon cars, will it have a space for the ballast to sit like it does in the oem setup.? When will the new lights be available for cars with factory xenons

Yes. The back of the headlight has way more room compared to the OEM one. You could fit even a xenon ignitor in there.
