Seat Belt Problem

But - every once in a while my Seatbelt just won’t stretch to pull out
to latch. It just stays as tight as a drum. I have to yank on it forever
then finally it releases.
Obviously, something inside is not releasing. I’ve had my car back a
few times for warranty work. Looks like I'll be going back again. But
the last time I was there, I mentioned it and the moron rep’s answer
was “maybe I am pulling it too quick!”
Wouldn’t that make ANY of you FURIOUS .. to have a service guy tell
you that you don’t know “how to pull out a seat belt?” It did me! And,
my first thought was to break his nose! However, that dissipated.
But, I'm only asking; has anyone else had this problem and if you did
what they found wrong. It’s an inertia lock of some kind, and it would
appear that something is sticking or not swinging back.
