The bottoms of the front headrests on my '04 could be pulled forward by reaching over my shoulders & pulling from the bottoms, I don't think the "active headrests" on my '07 can be as they pop forward in a collision so they must be connected to something.

The active headrest on the new cars can in fact be moved forward and backward.

The bottoms of the upholstered headrest pivoted forward as if they were hinged at the top. Just reach over both shoulders, put your fingers at the bottom of the head rest & tug forward.
