W211 E200 Kompressor
Theory
In theory, one can safely assume that any module that could alter the signal between the on-board computer and the comand APS (Yours is the recent Comand NGT 2,5 type used in the W211 class since approximately July 2008) so that the comand thinks that the car is stationary (or at least moving slower than 8km/h) whilst traveling, the DVD in motion will work.
I therefore see no reason why the module advertised would not work as it is placed in between the communication path.
I am curious how it may affect the accuracy of the ETA feature or calculation(s) of the navigation. Since if my theory is correct the navigation unit will no longer have accurate traveling speed information from the vehicle and has to rely on the satelite position each time to calculated the correct ETA or off-road travel. If anyone knows how these add-ons really work and/or if any noticable navigation performance issues are apparent I would certainly be interested.

The signal is not something like an analog speed signal on a specific wire but a message at the CAN bus. I'm not familiar with the details but the message format could be different from car to car, they may need to take into account the CAN bus addresses which may be assigned differently between models. The message from a particular steering wheel button may look different from one car over another.
Switching the speed signal off would affect navigation in the sense that it would have to rely on GPS measurements which are not that accurate e.g. when approaching a turn and specifically if satellite view is temporarily blocked etc. But the device here appears to support on/off switching from the steering wheel. If you are using navigation, you can always switch off VIM without physically removing the device.
